The Finance Department provides the Clerk's function of Accountant to the Citrus County Board of County Commissioners. In that role, the Finance Department maintains books and accounts in accordance with generally accepted governmental accounting principles and in compliance with statutory requirements for the Board. The Finance Department ensures that the financial statements of the Board are audited annually and prepares the Comprehensive Annual Financial Report. The Department monitors debt service requirements and compliance with bond covenants as well as providing cash management services. The Department provides guardianship audits as required by Florida Statutes.

The Board Recorders Division of the Finance Department attends and takes minutes for all regular and special meetings of the Board of County Commissioners. They also attend and take minutes for the Value Adjustment Board. The Division prepares and indexes accurate official minutes of all of the attended meetings, processes resolutions and ordinances resulting from those minutes, and stores and makes available for public inspection all county contracts.
